Abstract
St.
John's was incorporated as a
town in 1888 and raised to a city
in 1921. In the 1950s, the
city adopted its first land-use
zoning by-law. A draft municipal
plan was prepared in 1972, but
the first adopted plan came in
1984. Today, St. John's has over
100,000 residents - roughly one-third
of the province's population.
