    Abstract

In 1987, Quebec's first "healthy communities" project was established in Rouyn-Noranda. Today, the Réseau québécois de Villes et Villages en santé includes 121 municipalities representing more than fifty per cent of the population of Quebec. Thanks to the participation of citizens and organizations from various sectors, hundreds of innovative initiatives have been launched every year in such varied domains as food safety, the environment, physical fitness and economic development. Though its roots are continually growing deeper in the regions and towns of Quebec, this network of municipalities faces several challenges, specifically related to the evaluation of projects and the fostering of community participation.
