    Intensive care: Public participation and urban design

    Abstract
    The desirability of increased use of existing residential areas is acknowledged. Anticipating development pressure and community concerns around this issues, the City of Burlington Strategic Plan directed resident involvement in determining appropriate future development. "Intensive care" was needed to provide for community education which could be used to build support to change official plan policies. Consultants designed and implemented an innovative public participation process and assisted staff in the study. The "experiment," emphasizing urban design, has been completed with interesting results. Outlined is a critique of the process, roles of the participants, an analysis of public input and implications for future applications.
     
    L'auteur fait état de la demande pour une utilisation plus intensive des quartiers résidentiels. Prévoyant d'une part, une pression en faveur du développement et, d'autre part, les réticences de la population à cet égard, la Ville de Burlington a élaboré un plan stratégique qui intègre le point de vue des habitants sur le développement. Elle a dû apporter un soin particulier à l'éducation de la population en vue d'utiliser celle-ci pour supporter les changements aux les plans officiels. Des consultants ont conçu et implanté un processus de participation du public innovateur et ont aidé les fonctionnaries à réaliser l'étude. L'expérience, qui a mis l'accent sur le design urbain, a donné des résultats intéressants. L'auter critique le processus et le rôle des participants et analyse les commentaires du public ainsi que les possibilités d'application.
